HAPEC Office HAPEC was founded in 1976 to identify and meet the housing needs of Essex County residents. Our stated mission is "to recognize community development and housing needs, advocate change, and respond to opportunities. Our focus is alleviation of economic distress, enhancement of personal dignity, and cultivation of self-reliance. Fundamental to all our endeavors is a commitment to excellence, integrity, innovation, and achievement. Our goal is to enrich the quality of live for Essex County residents and future generations."

Our efforts to meet this mission has resulted in securing well over $2.5 million each year since 1984 for home repair, rent subsidy, new home construction, and community development projects,
