The Housing Assistance Program of Essex County (HAPEC) is a non-profit organization that exists for the sole purpose of assisting Essex County residents in a variety of ways. We are not here to sell you a product or turn a profit. This web site is here to assist, educate and provide you with useful information.

We are the only HUD certified home counseling organization in Northeastern New York.

This site contains a variety of resources including many downloadable forms and calculation tools.
